I am re-sending letters to the House Leaders and Ms. Ross. Kixu, your Rep is right, the Speaker of the House can force the bill to vote or can reassign it to a different committee if he so wishes. The NRA-ILA said even if Ms. Ross causes this bill to pass it's hearing date, it is not dead. It can in fact be moved to another committee for hearing.
Important Addresses: Honorable Speaker Joe Hackney NC House of Representatives 16 W. Jones Street, Room 2304 Raleigh, NC 27601-1096 Honorable Speaker Pro Tempore Wainwright NC House of Representatives 300 N. If the Castle Doctrine dies in Rep. Ross' committee, it will be moved to another committee with the help of the NRA-ILA. My concern is that the CD Bill will be moved from the frying pan into the fire and go to Rep. Sutton's committee.
I was sorely disappointed when the restaurant carry bill was not heard and died on the House floor. The majority of States are given what I consider the respect to defend themselves, if need be, in restaurants (and some in bars) that serve liquor for others. Having jumped through all the necessary hoops required by NC to obtain my concealed carry, I have proven to be a responsible adult that has made correct, law abiding decisions all my life. If I can be trusted to carry a gun elsewhere, why can't I can be trusted to enjoy a dinner out without drinking? I've never gotten a DWI/DUI, or any other indication that alcohol has ever clouded my decision making process; I'm sure this is the case an MANY other NC CCH holders. Mr. Sutton single-handedly has not allowed my potential right to (1) keep my gun in states of emergencies, (2) carry in a park or (3) restaurant that serves liquor to be heard. At least one of Deborah Ross's three pro 2A bills got through her committee's where as none of Ronnie Sutton's four bills got through his and died on the floor. I sent him the following letter and wanted to post it here: Representative Ronnie Sutton NC House of Representatives 16 W. Jones Street, Room 1321 Raleigh, NC 27601-1096 Honorable Ronnie Sutton, I am a concerned North Carolina voter. Something that has me very concerned is that four of the eight pieces of pro Second Amendment legislation died in the committee's that you chaired this session. These pieces appeared to have died only due to not being allowed to be heard. I would like to hear your side of the story as to why a fair legislative hearing of these bills was not scheduled. I would hope that our elected officials are not abusing their power in not allowing legislation a fair hearing due to personal agenda's on the part of our Representatives. Sincerely, Anyone wanting to email or snail mail him as well, feel free. He is a Representative in Robeson County (district 47), so those that reside in that county would be particularly encouraged and appreciated for writing. I have read on other sites that people are hoping that these bills will pass next year. I think those following this thread know that hope ain't gonna get it done. My message to both the Speaker of the House and the Speaker Pro Tempore sent yesterday. I am still waiting a response (like I will actually get one).
I encourage you to ask Representative Deborah Ross to set a date as soon as possible for a vote on SB 928 (the Castle Doctrine Bill). I don't understand what is causing the delay. It appears she is putting her personal views ahead of the North Carolina voter’s views. Is my voice as a voter being heard in Raleigh and is the safety of my family a concern? She should hear the will of the voters and should not force us to speak negatively with our vote on Election Day. I expect bills regarding my Second Amendment rights to at least be heard. I support the will of the people, even if I do not personally agree with a particular topic. I urge you to support this critical legislation-which received overwhelming, bi-partisan support in the Senate-to be heard and allow the will of the people to rule. Mrs Ross is not making good name for your party by holding up this bill. Does she realize the power of the internet? I am very discouraged that she does not have the gumption to even respond to my email giving her reasoning why she will not let this bill past her committee. I have emailed every member of the committee and received email back from everyone but her giving a statement of their position. I will not stop writing and working to gain support until I hear back from her and this bill is moved to the floor for a vote. |

Everyone should put all of the pressure on these people, that is possible. All from Raleigh put pressure on Rep. Ross ,because she must run for reelection in Raleigh. Rep Hackney can direct her to schedule the bill for hearing. Put pressure on him also.

Just sent email to all the Reps. in the Jud. I Comm. Sent one to Hackney as well. It was the better email for sure.
Dear Speaker Hackney, As a citizen of NC I am very concerned that I am currently recieving no representation for the Castle Doctrine bill. Rep. Ross seems to be trying to kill this bill in the Judiciary Committe I. In doing so I am not recieving my constitutional right to representation. She seems to be allowing her personal issue with the 2nd ammendment to the US Constitution as well as Sec. 30 of the NC Constitution to stand in the way of letting the people's representatives decide what is best. This needs to stop now. I am asking that you please ask her to schedule a hearing in her committee. If she does not schedule, I ask that you move this bill to a committee that will hear it. Otherwise myself and the other gun owners and homeowners who vote will not be recieving our due representation. Thank you for your time and service to the great state of North Carolina. If I get any responses other that what has been posted I'll put them here. |

Got this response from Jim Jacumin's office. At first I though he was asking me to wait. Till I realized it was addressed to Rep. Ross. lol Quick response.
Representative Deborah Ross, The Castle Doctrine Bill passed the Senate 42 to 2 on May 14th, as you know. Several of our constituents, like the Flemings, have contacted us in support of this bill. Would you please give an opportunity for it to be heard in your committee? Thank you for your help in this matter. Jim (by Alice S. Falcone, LA) |

chiefjason, excellent reply. I think you're the only one that's gotten one so far (other than 'thank you for your email.')
Do we have any additional constituents in their counties on the boards? Can anyone directly from their counties help with more letters? Deborah Ross in district 38, Wake County, which is basically Raleigh. If this bill gets passed over to Ronnie Sutton, he's in district 37, Robeson County, which is a southern most county, between Charlotte and Wilimington. |

Yeah, Jim stumbles occasionally but he's come through a few times when I have emailed him. FWIW here is the original in case anyone wants to cut and paste it to someone else.
Dear Sen, Jacumin, I am writing to ask you to please put pressure on Rep. Ross to hear the Castle Doctrine bill in her Judiciary Committe I. It seems that she is intentionally trying to let the bill die in committee by not scheduling it to be heard. This bill is very important for protecting homeowners. It clarifies the current home defense laws and protects homeowners from malicious prosecution in civil court. Please do whatever you can to get this heard. Thank you for you time and service to the great state of North Carolina. Sincerely, |

I sent to speaker et al, and then again to Rep Ross. I'm in Wake County, so I personalized it a bit for being one of her constituents. I pulled from above responses in crafting this. Apologies for the plagiarism. Please feel free to copy and send.
Representative Deborah Ross NC House of Representatives 16 W. Jones Street, Room 2223 Raleigh, NC 27601-1096 Deborah.Ross@ncleg.net Dear Rep. Ross, As a citizen of NC and Wake County, I am very concerned that I am not currently receiving due representation for the Castle Doctrine Bill. The Castle Doctrine Bill passed the Senate 42 to 2 on May 14th. You, Madam Representative, seem to be trying to kill this bill in the Judiciary Committee by not even scheduling a hearing on the bill. In so doing, you are denying my constitutional right to representation on this matter. You seem to be allowing your personal views on the 2nd amendment to the US Constitution, as well as Sec. 30 of the NC Constitution, to prevent the people's elected representatives (of which you are my elected representative) do what they were elected to do--represent their constituents. This bill is very important for protecting homeowners. It clarifies the current home defense laws and protects homeowners from malicious prosecution in civil court. Please schedule this hearing immediately. This constituent wants the Castle Doctrine Bill heard and passed as it was in the Senate on May 14th. I am asking that you schedule a hearing immediately. If you do not schedule a hearing, I have asked the Speaker to move this bill to a committee that will do what they were elected to do and not impede the rights of citizens. Otherwise myself and the other homeowners who live and vote in this great State and county will not receive our due representation. Please notify me of your actions on this matter and how and when it will be resolved. Thank you for your time and service to the great state of North Carolina. Share some phone numbers with us, I'll start making come calls too. I am contacting my Senate member asking if he will do the same by writing a letter too; I’m sure he will - he was one of the co-sponsors of this bill from the Senate.

Every office in Raleigh has somebody to answer the phone (except on Fridays. The legislature is not in on Friday)
Sometimes even the reps themselves answer the phone |
